Autonomous Systems Competence Center
Autonomous Systems Competence Center was founded in September 2025.
The main task of the Autonomous Systems Competence Center is to provide the National Armed Forces with air, sea, and land drones to strengthen the capabilities of the National Armed Forces. The center supports the armed forces in drone implementation and training, provides testing of drone and counter-drone systems, and also works in developing international cooperation and joint projects.
The core mission of the center is to strengthen Latvia’s security in two directions - by providing most modern systems and professional support to National armed forces in their maintenance and training, and by creating a platform for Latvian drone industry where it can use modern equipment, develop innovations, and produce high-quality products capable of competing beyond Latvia’s borders.
The ambition of the Autonomous Systems Competence Center is to establish itself as an international institution of European stature, attracting experts, representatives, and funding from other countries in its operations.

Major Modris Kairišs began his service in the National Armed Forces in 2003. During his career, he has held various positions in the National Armed Forces and has served as the anti-aircraft defense platoon commander, battery commander and commander of the Air Force Training Center.
He received his military education at the National Defence Academy and completed the Senior Staff Officers’ Course at the Baltic Defence College. He has continuously expanded his military expertise through various national and international courses. M. Kairišs also holds a master’s degree in engineering from Riga Technical University.
In recognition of his contributions to the development of the National Armed Forces and his exemplary fulfillment of service duties, Major Modris Kairišs has been awarded the Order of Viesturs, along with several commendations from the National Armed Forces. |
