The State Defence Logistics and Procurement Centre (VALIC) has completed procurement procedures and signed contracts and framework agreements with suppliers for the delivery of mobility-restricting obstacles to strengthen Latvia’s eastern border.

Contracts have been concluded for the supply of anti-tank metal “hedgehogs” worth €410,640 (excluding VAT), concrete blocks worth €92,906 (excluding VAT), and reinforced concrete road blocks worth €56,250 (excluding VAT). In addition, a framework agreement has been signed for the delivery of reinforced concrete pyramids, or “dragon’s teeth,” worth €4,867,768.60 (excluding VAT).

Since March 2024, the National Armed Forces have been carrying out military reinforcement of Latvia’s eastern border. The purpose of the defensive infrastructure is to deter, delay, and, if necessary, neutralise an aggressor. Priority has been given to establishing stockpiles of counter-mobility materials near key transport routes, as well as reinforcing existing infrastructure of the State Border Guard.

This spring, the National Armed Forces also began the first phase of constructing counter-mobility infrastructure on expropriated properties along Latvia’s eastern border, deploying obstacles in these areas.

In Latgale, along the borders with Russia and Belarus, engineering resource depots have been established, storing tens of thousands of counter-mobility elements - including concrete blocks, “dragon’s teeth,” and anti-tank hedgehogs produced by Latvian companies. Similar depots are planned to be established in Vidzeme.

Border crossing points and control posts that have already been closed have been physically blocked using counter-mobility structures. Work is also ongoing to block border-area roads and forest tracks in order to restrict vehicle movement. At the same time, inspection of the approximately 400-kilometre border with Russia and Belarus continues, along with planning for the placement of additional obstacles.
