Latvia and Finland agree on the development of a Common Protected Vehicle system

Finland and Latvia have signed an Implementing Arrangement on the joint development of a Common Protected Vehicle (CPV) system and related technologies in Tampere on 28 May 2026.  The Implementing Arrangement was signed on behalf of Finland, under the authorisation of the Minister of Defence, by Major General Tero Ylitalo, Commander of the Finnish Defence Forces Logistics Command, and on behalf of Latvia by Alans Andrulis, Head of the The State Centre for Defence Logistics and Procurement (VALIC).

The Implementing Arrangement initiates the joint development of a Common Protected Vehicle (CPV) system and related technologies, while also enabling future serial procurement of the system. The development phase is expected to last three years.

The aim of the joint project is to develop modern, protected military vehicles tailored to the operational requirements of the armed forces of both countries, while creating long-term opportunities for cooperation in defence capability development and procurement.

“This arrangement marks an important step in strengthening defence cooperation between Latvia and Finland. Joint development of military platforms enables more efficient use of resources, promotes technological advancement, and creates the conditions for developing interoperable capabilities within the armed forces of both countries,” said Alans Andrulis, Head of the The State Centre for Defence Logistics and Procurement.

The State Centre for Defence Logistics and Procurement began operations in 2021 and is responsible for the full life-cycle management and logistics of defence materiel within the defence sector. The Centre also conducts public procurement on behalf of the Ministry of Defence, the institutions under its authority, and the National Armed Forces.

One of the Centre’s key areas of activity is the research, development and implementation of new technologies and innovations in line with the operational needs of the armed forces.
