As the supply and logistics reform continues and the State Defence Logistics and Procurement Centre (VALIC) takes on an expanding role in supplying the armed forces and the wider defence sector, the Centre will assume responsibility for catering and food supply for the National Armed Forces (NAF) starting year 2026.

The transfer of catering and food supply functions marks one of the most significant steps in the sustainment reform, requiring careful planning, human resources, and the development of new competencies. To ensure effective management of food supply and catering processes, VALIC plans to expand its workforce by recruiting highly qualified professionals with experience in the food industry and public sector, as well as chefs, kitchen assistants, and logistics specialists for its catering units.

VALIC will ensure that high-quality and nutritious meals are provided not only to Latvian soldiers, but also to allied forces stationed in the country. The planned increase in VALIC personnel will not raise the overall number of staff within the defence sector, as the transfer of functions from the National Armed Forces will also include the reallocation of funded positions.

VALIC began operations in 2021 and is responsible for the full lifecycle management and logistics of defence materiel, including public procurement for the Ministry of Defence, its subordinate institutions, and the National Armed Forces.

Currently, VALIC manages the procurement and full lifecycle of individual soldier equipment, as well as dry rations and collective equipment. In the near future, the Centre will also take over procurement and supply processes related to transport, communications equipment, fuel, armaments, and other defence materiel. The sustainment reform — including the expansion of VALIC’s functions and recruitment of the necessary personnel — is planned to be fully completed by the end of 2026.
